Description
The largest urban scales in contemporary cities appeared in the socialist and modernist eras. During a massive production of space, glorious ideologies were poured into concrete moulds for a society that never came to be. Modern society is living in a world of individuality and customizability, but the awkward moulds are still here – in Tallinn, in Estonia, in Eastern and Central Europe, in all of Europe, all over the world. What is there to recycle from the spaces, structures, projects, ideas, concepts and materials of the past? What is there to recycle for today’s life and new utopias of the future?
The Tallinn Architecture Biennale (TAB) 2013 deals with existing urban space, seeking new perspectives and solutions for environments that have outlived their time. Two-thirds of Tallinn residents live in buildings constructed from the 1960s to the mid-1980s.
The TAB 2013 Vision Competition area – Väike-Õismäe (Little Blossom Hill) – is one of Tallinn’s three main zones of Soviet-era apartment blocks, which differs from other similar areas by way of its iconic planning. On the one hand, Väike-Õismäe, which was recognised with a national award upon completion, is a clear un- derlying structure for further developments. On the other hand, this circle-based plan is also a limitation that gives the illusion of a functional whole, but where – similarly to other modernist residential areas – the environment and modern-day life are still searching for a common language.
