Background
New Heartlands, the government housing market renewal (HMR) pathfinder agency for Merseyside, has been tasked with establishing the framework for the regeneration of older declining neighbourhood areas across three Merseyside boroughs of Sefton, Wirral and Liverpool, which have suffered from decades of economic and social decline. New Heartlands is keen to place arts and cultural activity at the heart of regeneration and help to roll out the social and cultural renaissance from the centre of Merseyside to local residential neighbourhoods. As an organisation dedicated to creating high quality housing and public realm, New Heartlands is firmly committed to to exploring ways of using the arts as a positive tool in the creation of sustainable communities.

New Heartlands has established the Art for Places project as a three-year exemplar project which has developed from a unique partnership involving;

The project aims to raise the bar in the design and quality of the built environment by commissioning art that focuses attention on the spaces between buildings at a community level as neighbourhoods are reimagined.

The Art for Places project aims to create three permanent public art commissions, the first of which will take place in the southern end of Sefton, just north of Liverpool. This area of South Sefton is beginning its journey towards a dynamic socio-economic transformation with major new residential and business developments emerging after years of foundation building and planning. New Heartlands and Sefton MBC, in collaboration with Liverpool Biennial, are seeking to commission the artworks to improve the quality of public spaces in the south of the borough and create links with their immediate communities as part of the Housing Market Renewal Initiative.

Jury
Selection procedures will follow accepted models of good practice. An open competition will be held from which a shortlist of five artist/architect collaborations maximium will be invited to develop their proposals. The shortlisted artists will be determined by the Sefton Project Steering Group made up of representatives of Sefton Council, Plus Dane Housing, local residents, British Waterways, South Sefton Development Trust, Bootle Village Partnership, Tesco’s, and the Church of England advised by Liverpool Biennial. RIBA Competitions Office are supporting the project with a member of the team attending assessments to observe the selection process and offer procedural advice and support where needed.

Prize
Each shortlisted artist will be paid a fee of £2,000 to cover research and development costs including travel/ accommodation (exclusive of VAT) to cover two visits (one site visit and one presentation to the selection panel).

A total budget in the region of £250,000, to include all artists fees, travel/ expenses, transportation/ installation, insurance/ professional advice and every other aspect of realising and installing the artwork.
